Sometimes we just don't give them the credit they deserve...
Prudence, Caution, Deliberation.

Ah but at least they're looking into it.
When it comes down to it - people only care about drains, wheelie bins and the weather.
And chocolate biscuits. I care about those too.
Then again, I'm not a local councillor. They only eat Nice biscuits and Rich Tea, so that's probably for the best.

Kaz: once upon a time I was the complaints department for a local council. Bins, dog shit and car parks.
Scarlett: we all care about chocolate biscuits. Our councillors aren't allowed biscuits any more, which brings on their bilious attacks.
